The war has been going on for 26 years, though really it has been an uneasy standoff for the last nearly 20 of those. Other political factions are afraid to declare for one side or the other in case they lose. It is clear, and was from almost the start, that the war is a stalemate.

Each Civil War path has three branches: might, diplomacy, and subterfuge. Might entails becoming so powerful that the party can turn the tide of a confrontation by themselves. Diplomacy enlists the help of another powerful entity to bolster your forces enough to end the stalemate. Subterfuge makes you turn the forces of the side you profess to be on against each other, enabling victory for the other side.
